In 1995, the Texas Legislature designated the 79924 zip code as one of 15 zip codes in the state of Texas with the highest rates of juvenile crime. This qualified the densely populated area to receive funding under the provisions of the state's community Youth Development Program. The Program is administered by the Texas Dept. of Family and Protective Services with El Paso Human Services Inc. serving as the fiscal agent for the El Paso program. Prevention programs have been put into place to bring together appropriate services to prevent juvenile delinquency.
